Housing Minister: Decision (1363) of 2025 offers flexible early booking options, enhances partnership with the private sector in government land development projects

Her Excellency Ms. Amna bint Ahmed Al Rumaihi, Minister of Housing and Urban Planning, affirmed the commitment to continue adopting more initiatives aimed at strengthening the partnership with the private sector, which represents a key element in the Ministry’s various programs, especially the Government Land Development Rights Program, which contributes to accelerating the pace of housing work and offering housing units that meet the aspirations of citizens through quality projects implemented with modern methods, clear conditions, and integrated control procedures.

She pointed out that the issuance of Resolution No. (1363) of 2025 regarding the regulation of the Government Land Development Rights Program and the Off-Plan Housing Unit Sales Program comes within the framework of developing mechanisms for implementing and marketing housing projects on government lands, and strengthening the strategic partnership with the private sector, which will positively impact the provision of sustainable housing solutions for citizens.

The decision also clarifies the continuation of housing allowances for off-plan buyers during the transition from booking to handover, supporting family stability. The off-plan sales programme allows citizens to reserve units early with financing and procedural support, and its pilot phase of the Al Naseem project in Salman City and Al Wadi project in Al Buhair saw strong demand and rapid sell-outs.

The Minister noted the programme is an outcome of the Innovation Summit in the Social Housing Sector and confirmed the ministry will continue launching initiatives to meet Bahrain’s housing needs.

She emphasized that this mechanism takes into account the needs of Bahraini families and ensures their housing stability during the project implementation period, which will positively impact the quality of the experience of benefiting from the new housing programs that rely on prior booking.

The minister added that the off-plan housing unit sales program provides citizens with greater options by allowing them to choose and reserve their housing units early according to approved and clear plans, in addition to benefiting from the financing and procedural facilities provided by the program, starting from the reservation, through the financing procedures, until receiving the housing unit when it is ready.

The minister pointed out that the off-plan housing unit sales program proved remarkably successful during its pilot phase, as off-plan reservations were implemented in the “Al-Naseem” neighborhood project in Salman City and the “Al-Wadi” project in Al-Bahir area. Both projects recorded a large turnout that led to the housing units being sold out in record time as soon as they were offered, reflecting the citizens’ confidence in the projects offered within this framework.

The Minister of Housing and Urban Planning concluded her statement by emphasizing that this program is one of the outcomes of the Innovation Conference and Exhibition in the Social Housing Sector, noting that the Ministry continues to adopt and implement the conference’s outcomes by launching new initiatives and projects that contribute to meeting the housing needs of citizens in various regions.
