
As part of ongoing efforts to improve the quality of infrastructure services in urban areas across the Kingdom of Bahrain, the Urban Planning and Development Authority has announced the commencement of its newly introduced policy for implementing infrastructure works in major subdivision plans, effective from 16 February 2025, in accordance with Decree No. (788) of 2024 issued by the Minister of Housing and Urban Planning, which amends the Executive Regulations of Decree-Law No. (3) of 1994 concerning the subdivision of land designated for development and urbanisation.
The Authority explained that this decision aims to develop infrastructure and strengthen the partnership between the public and private sectors, which will contribute to creating an investment-friendly environment by providing subdivision plans equipped with integrated infrastructure. This is expected to have a positive impact on the real estate market, with the Authority confirming that all necessary measures will be taken to ensure the effective implementation of the decision.
The Authority has urged landowners, real estate developers, investors, engineering firms, and accredited contractors to collaborate in ensuring the success of the newly introduced mechanism.
It also highlighted that Decree No. (788) of 2024 stipulates that landowners within areas where subdivision is prohibited due to a lack of infrastructure or inadequate capacity must provide the necessary infrastructure by contracting an accredited engineering firm and contractor. Landowners are given the option to sell some of the subdivided plots to finance the required infrastructure, which will then be handed over to the relevant government authorities for supervision under contracts with the Central Planning Office. Once completed, the subdivided properties will be deemed fully serviced and ready for development.
The Authority also noted that the Ministry of Works, in collaboration with the Authority and other relevant agencies, has developed a clear and straightforward guide outlining the necessary steps for implementing infrastructure in major subdivision plans. This guide is available for review on the Authority’s website at www.upda.gov.bh.
The introduction of Decree No. (788) of 2024 is part of a wider effort to drive sustainable development, fostering collaboration between the public and private sectors to create a more integrated environment that benefits all members of society. The infrastructure projects will include essential services such as water, electricity, sewage networks, internal roads, and other key facilities to enhance the quality of life across Bahrain.
