As part of the government’s efforts to enhance service quality and re-engineer processes, the Ministry of Housing and Urban Planning has developed the electronic service for completing ownership procedures into a proactive service. This service is now provided directly to citizens without the need to submit a request for housing ownership, enabling beneficiaries to complete ownership procedures digitally with greater speed and efficiency.

Under this service, the processing time has been reduced from 60 working days to 20 working days. The upgraded service allows beneficiaries to finalize ownership procedures immediately after completing all monthly payments, without the need to submit an application to the Ministry. This saves time and effort, while also fully automating the procedural workflow (100%), starting from the completion of the utilization phase and full payment of the unit, all the way to obtaining the ownership deed. This contributes to enhancing government efficiency.

In this context, Her Excellency Amna bint Ahmed Al Rumaihi, Minister of Housing and Urban Planning, affirmed that the development of the proactive ownership completion service comes as part of the Ministry’s continuous efforts to modernize housing services and improve their efficiency, in line with the government’s direction to enhance public services and raise performance quality to meet citizens’ expectations. She added that the development of this proactive service was also in response to citizens’ suggestions received through various channels, aiming to simplify procedures, reduce time and effort, and eliminate paper-based transactions, thereby creating a secure and transparent digital environment aligned with best technological practices.

The Minister also noted that this development aligns with the objectives of the Government Program 2023–2026, which aim to deliver more flexible and sustainable services, foster innovation in government work, enhance quality of life, and provide the best services to citizens.
